Starting July 1, 2020, we became the
Department of Insurance and Financial Institutions (DIFI).

In 2019, policymakers enacted Senate Bill 1469 (Ch. 252), which merges the Department of Financial Institutions (DFI) and the Arizona Automobile Theft Authority (AATA) into the Department of Insurance (DOI), and renames the combined agency Department of Insurance and Financial Institutions (DIFI) effective July 1, 2020.  

We are already in the process of merging, focusing on

  • Establishing a mission for our new consolidated agency that will serve as a focus for what we do.  

    We are committed to helping Arizonans receive the benefits and protections to which they are legally entitled by enforcing insurance and financial institution laws, supporting public agencies that combat automobile theft, and providing information and assistance.

  • Unifying and consolidating operations that are common to the three agencies and streamlining the consolidated operations.
    • We created a single Administrative Services Division to support DIFI with accounting, budgeting, purchasing, human resources and payroll.
    • We consolidated the agencies' computer gurus into a single Technology Services Division, which has proven invaluable in addressing a myriad of issues relating to the consolidation of our agencies.
    • We brought DOI and DFI licensing groups together into a new Licensing Divison and are already finding opportunities to improve licensing requirements and processes.
    • We are now informing and assisting insurance policyholders, helping to resolve consumer complaints, and monitoring and evaluating insurer conduct from our new Market Regulation and Consumer Services Division.
  • Removing walls between our agency technology and telephone platforms so we can operate as one rather than three.
  • Updating policies, processes, procedures and practices so we provide coordinated, responsive information and assistance to Arizona citizens and businesses, to individuals and entities who apply for or maintain licenses in Arizona, and to other stakeholders.

Some changes that you may soon see include:

  • New email addresses for DIFI employee will end with  Please make sure your e-mail system will accept e-mails into your inbox from our employees after we make that change.
  • New DIFI web site ( in July 2020. 
  • New phone numbers for Department of Financial Institution (DFI) staff members.  Currently, DFI staff members have phone numbers that begin with 771.   We are arranging for those to be replaced with phone numbers beginning with 364, which the Department of Insurance and Arizona Automobile Theft Authority already have.  We are targeting this change to occur in the April 2020 time frame.
