Phoenix, AZ – Seven arrested in one of Arizona’s biggest healthcare insurance fraud schemes.  Over a period of two years, ring leader Nicholas Scaffidi and eight accomplices, allegedly targeted six hospitals throughout Arizona and other states seeking a big payout on treatments for illnesses that never existed.

As has been reported on our website and on healthcare.gov, Arizona’s rates for Obamacare-compliant health insurance for plan year 2017 are increasing significantly. First, I want to say that I am sorry that your rates have increased so substantially. While the Department’s role in rate review is limited, I want to acknowledge your frustration with the rising health insurance costs. On October 16, 2015, the Arizona Department of Insurance published a Notice of Rulemaking in the Arizona Register, (21 A.A.R. 2401, October 16, 2015).  The rulemaking proposes to amend Article 11 – Medicare Supplement Insurance, AAC R20-6-1101, to update the incorporation by reference of the NAIC Model Regulation to Implement the NAIC Medicare Supplement Insurance Minimum Standards Model Act, which includes the Genetic Information Nondiscrimination Act of 2008 (Model Regulation).
